Minneapolis codes 385.110 and 385.115:
Noisy Assembly and Unnecessary Noise (party ordinance)

These ordinances prohibit persons from participating in, visiting, or remaining at a gathering when they know or have reason to know it is a noisy assembly. The ordinances prohibit loud, unpleasant, or raucous noise that unreasonably disturbs another and is a public nuisance. The ordinances prohibit persons who have control over the real estate from allowing such noisy assembly; often times these are the tenants renting the premises. Violation is a misdemeanor punishable by a fine of up to $700.00 and/or ninety days in jail.

Noisy assembly is defined as "a gathering of one or more persons in a residential area or building between the hours of 10:00 p.m. and 7:00 a.m. that produces noise that unreasonably disturbs the peace, quiet, or repose of a person or persons of ordinary sensibility."

No person shall knowingly permit property under that person’s care or control to be used for a noisy assembly.

Minneapolis Code 385.100 and 385.95:
Unnecessary Noise or Odors and Loud Radios, Tape and Disk Players, Etc.

These ordinances prohibit people in public or private places from operating or producing sound which disturbs the peace and quiet of any person of ordinary sensibility. If the sound in plainly audible at 50 feet or more, it is evidence of a violation. Exempt devices include those authorized by permit or anti-theft devices and emergency vehicles. Violation of either of these ordinances, which are enforced on a 24 hour a day basis, is a misdemeanor and subject to a fine up to $700.00 and/or 90 days in jail.
